I played with a fellow this past Sunday that made a comment during the round that he shouldn't have putted his ball on the green because the wind was causing it to oscillate and according to the rules you cannot hit a moving ball.

My thought was that if the ball wasn't actually rolling (changing position) that it wasn't moving, and therefore it was not against the rules to putt, but I wasn't sure so I didn't say anything. What is the correct ruling on this?

By the way, this was from a guy that "quoted" the rules on several occasions, but had no problem picking up 2-foot putts.

IMO if a ball that oscillated has not moved then an oscillating ball is not moving.
